Information on CONTEST, the Prevent Duty and Protective Security

CONTEST

CONTEST is the United Kingdom’s Strategy for Countering Terrorism.

There are four strands of work in the CONTEST strategy. These are:

  1. Prevent: to stop people from becoming terrorists or supporting terrorism
  2. Pursue: to stop terrorist attacks happening in this country or against UK interests overseas
  3. Protect: to strengthen our protection against a terrorist attack
  4. Prepare: to minimise the impact of an attack and reduce the likelihood of further attacks.

Prevent

The Counter-Terrorism and Security Act 2015 places a duty on the Comhairle to have due regard to the need to prevent people from being drawn into terrorism.

The objectives of Prevent are:

  • tackling the ideological causes of terrorism
  • intervening early to support people susceptible to radicalisation
  • enabling people who have already engaged in terrorism to disengage and rehabilitate

The Comhairle works with partners to consider the risk within na h-Eileanan an Iar, and to take action to comply with the Prevent Duty as appropriate, in a way that is proportionate to the risk.
