Area Affected
The 20MPH limit affects Castlebay (A888) from a point 65m north west of the St Brendan's Road junction and then in an easterly direction to a point 60m north west of the most westerly Glen Road junction, an
overall distance of 1115m or thereby, St Brendan's Road, Maol Domhnaich, Carran Cismaol, Horve Road, Ciosmul Cottages and Pier Road.
The 30MPH limit affects the A888 road from a point 540m northwest of the Nask junction and then in a southerly direction to a point 65m north west of the St Brendan's Road junction, an overall distance of 820m or
thereby.
Statement of Reasons
The Scottish Government National Strategy for 20mph speed limits aims to expand 20mph speed limits across Scotland and ensure all appropriate roads in built-up areas have a safer speed limit of 20mph. In the past, 20mph speed limits tended to be placed around schools and housing estates.
The National Strategy seeks to reduce perceptions of road danger, increase road safety, encourage people to walk and wheel, and create more pleasant streets and neighbourhoods, by providing a balance between different road users.
Before the National Strategy in 2021, CnES had proposals to introduce 20mph speed limits in Stornoway, Tarbert, Balivanich and Castlebay which met with objections leading to the plans being paused.
Castlebay has an existing 20mph speed limit adjacent to the school. The new 20mph limit will cover a large area of Castlebay, with a new 30mph buffer from the west.
The Temporary Order will last for 18 months if the scheme has been effective and there is support for this to be made permanent a 20mph speed limit will be introduced through a Traffic Regulation Order.
