Comhairle Major Development Oversight Board

Comhairle nan Eilean Siar’s Major Development Oversight Board met for the second time on 26 February 2025.

The Major Development Oversight Board has been established to oversee the Comhairle’s response to the proposed pipeline of renewable projects and associated infrastructure set to commence in the Western Isles from late 2026.

At the meeting Comhairle Officers provided an update on the progress of proposed major development projects across the islands, and discussed work being done to ensure the Comhairle can respond to potential strategic and operational challenges arising from them.

The Board noted proposals for additional resourcing of the Planning Service, discussed responses to potential pressure on local road infrastructure, and the approach being taken to liaise with developers on areas such as accommodation, skills and supply chain opportunities.

Cllr Paul Steele, Chair of the Oversight Board, said: 

“Renewable energy represents a major economic opportunity for our islands. The Comhairle is committed to working with industry, public sector partners, and local communities to ensure that any renewable projects are delivered efficiently and responsibly, and that legacy benefits are delivered for the islands.

“The Board’s discussion focussed on the infrastructure associated with the proposed major developments. Comhairle nan Eilean Siar will require investment to allow island infrastructure to be improved in advance of developments of this scale. Scottish Government has received a significant amount of money through the ScotWind leasing round, a fair share of this money should be reinvested into the Western Isles to support the development of infrastructure and ensure legacy benefits can be achieved.”
