Notice of By-Election

A By-Election for Na Hearadh (Ward 4) is to be held on Thursday 4 July 2024 to fill the following vacancy:

  1. Nomination forms can be obtained from the Election Office at Comhairle nan Eilean Siar, Sandwick Road, Stornoway, Isle of Lewis or at the Comhairle Area Offices in Tarbert.  These offices are open for the issue and delivery of nomination papers on weekdays from Tuesday 21 May 2024 between 10.00am to 4.00pm.    
  2. Electronic copies of the forms are available on the Comhairle website (By-Election – Na Hearadh).
  3. Polling will take place between the hours of 7.00am and 10.00pm on Thursday 4 July 2024 unless the election is uncontested.
  4. Applications to register to vote must reach the Electoral Registration Officer, 42 Point Street, Stornoway, Isle of Lewis by midnight on Tuesday 18 June 2024. Applications can be made online

Postal or Proxy Voting

  1. Any elector may apply for a postal or proxy vote at this election.
  2. Applications for new postal votes, or amendments or cancellations of existing postal or postal proxy votes must reach the Electoral Registration Officer, 42 Point Street, Stornoway, Isle of Lewis by 5.00pm on Wednesday 19 June 2024.
  3. Applications to vote by proxy, except for emergencies, at this election must reach the Electoral Registration Officer, 42 Point Street, Stornoway, Isle of Lewis by 5.00pm on Wednesday 26 June 2024.
  4. Applications to vote by emergency proxy at this election, i.e., made after the Wednesday 26 June 2024 deadline must reach the office of the Electoral Registration Officer, as undernoted, by 5pm on Thursday 4 July 2024 on the following grounds:
  • In the case of a medical condition, illness or disability arising after the deadline for ordinary proxy applications or if the medical condition, illness or disability meant that they could not reasonably have made an application in time.
  • Being detained under the civil sections of the Mental Health (Care and Treatment) (Scotland) Act 2003.
  • If an elector’s occupation, service or employment means they cannot go to the polling station in person and they only become aware of this after the deadline for ordinary proxy applications.
  • For Scottish local council elections, an elector may be able to change their proxy if their appointed proxy’s circumstances have changed and they cannot reasonably be expected to vote at the polling station.
  • If they are a Scottish prisoner serving a sentence of 12 months or less
