Corporate Strategy 2022-27

A Comhairle with Ambition for the Outer Hebrides

The Comhairle’s vision is “To have socially and economically thriving communities with a focus on sustaining our quality of life, natural heritage, and Gaelic language and culture”.

The Comhairle’s Corporate Strategy sets the strategic direction of the Comhairle in each council term and this current strategy takes us through to 2027.  The Comhairle has determined its future strategic priorities in the wider context of the current public sector financial environment, Community Planning, Community Empowerment, Health and Social Care integration, the Island’s Deal, and key national priorities, such as climate change and digitalisation, and with a strong focus on efficiency, service redesign, health and wellbeing, community resilience and young people and families.

The Corporate Strategy is aligned to the Outer Hebrides Community Planning Partnership’s Local Outcomes Improvement Plan (LOIP) 2017-27 and takes account of the effects of the Coronavirus disease (COVID-19) pandemic and of other external factors such as Brexit. In May 2021, the Scottish Government set out 100 Commitments.  These are summarised below, and were reflected in the development of the new Corporate Strategy: a national mission to create new jobs, good jobs and green jobs - with a particular focus on our young people; supporting retraining and investing in our Green New Deal to tackle climate change; promoting lifelong health and wellbeing - by tackling COVID-19 and recovery from the pandemic; remobilising and reforming the NHS and social care and tackling health inequalities; promoting equality; and helping our young people fulfil their potential.

The overarching strategic priorities of the Comhairle’s Corporate Strategy are: Strengthen the local economy; Support children, families, and young people; Support resilient communities and quality of life; and Be a sustainable and inclusive Council.
