Automatic Award

People may be eligible ‘without further assessment’ if they:

  • Are registered blind or severely sight impaired
  • Have a certification of Blindness or Defective Vision (BP1 (3R)) or certificate of Vision Impairment (CVI) or a previous equivalent signed by a Consultant Ophthalmologist and held by their Social Services Department of local society
  • Receive the Higher Rate of the Mobility Component of Disability Living Allowance
  • Meet the ‘Planning and following journeys’ descriptor for the Mobility Component of Personal Independence Payment (PIP) that indicates that they can’t follow the route of a familiar journey without another person, an assistance dog or an orientation aid. This is a score of 12 points.
  • Meet a ‘Moving Around’ descriptor for the Mobility Component of Personal Independence Payment (PIP) that indicates that they either cannot stand or can stand but walk no more than 50 meters, This is a score of 8 points or more.
  • Receive a War Pensioners’ Mobility Supplement
  • Receive a tariff with 1-8 of the Armed Forces Compensation Scheme and have been assessed as having a permanent and substantial disability causing inability or considerable difficulty in walking.

Further Assessment

People may be eligible ‘subject to further assessment’ if they:

  • Have a permanent and substantial disability that means they are unable to walk;
  • Have a temporary and substantial disability that means they have very considerable difficulty in walking
  • Have a temporary and substantial disability, for more than 12 months but less than 3 years, which means they are unable to walk
  • Have a temporary and substantial disability, for more than 12 months but less than 3 years, which means they are virtually unable to walk
  • Drive a vehicle regularly and have a severe disability in both arms that means they are unable to operate all or some types of parking meter
  • Drive a vehicle regularly and have a severe disability in both arms that means they have considerable difficulty operating all or some types of parking meter.

Risk in Traffic Criteria

People who pose a risk to themselves or others in traffic because of a mental condition may be eligible for a Blue Badge.

If you want to apply for a Blue Badge on behalf of someone with a mental condition the applicant must:

  • have a diagnosed mental disorder (a legal term we have to use that means a mental illness, a personality disorder or a learning disability)
  • lack awareness of danger from traffic, meaning something is likely to risk the applicant's safety or the safety of other people during journeys

You'll need to show that other strategies to control the risk do not work.

Organisations

Organisations may qualify for a Blue Badge if they provide transportation for disabled people and are concerned with their care. The individuals being transported should meet the requirements to qualify for a Blue Badge themselves.

Fees

There is a £20 fee for successful Blue Badge applications and £5.52 charge for the replacement of a lost badge. The fee will be payable on collection of the badge.
