Applying for a Young Scot Card (Young Person’s NEC)
Application Forms
If you attend school you do not need to provide proof of person, photograph or residence. Take your completed form, with photograph attached to the school office and ask for it to be checked and stamped, then return it to the Community Learning and Development Team or email youngscot@cne-siar.gov.uk for more details.
If you do not attend school you will need to provide proof of ID.

Replacement Cards
Need your details updated?
If you have moved house, or feel your photo needs updated please contact us and we can help with this.
Lost or Damaged Card
Should you either lose or damage this card and require it to be replaced please contact Community Learning and Development youngscot@cne-siar.gov.uk
Replacement NECs will be provided free of charge. However, we reserve the right to make a charge where frequent requests are made.
Acceptable Proofs
Proof of person, proof of photograph and proof of residence are all required to be verified by the Young Scot team within Community Learning and Development. All proofs provided must be originals. Please make an appointment to speak to a member of the team by emailing youngscot@cne-siar.gov.uk or calling 07876 391 512 to process your application.
Acceptable proof of person documents include, birth certificate, current passport, photo driving licence or PASS hologrammed card.
Acceptable proof of residence (current or within last three months) documents include, letter from College/University, driving licence, utility bill, bank statement.
Accpetable proof of photograph documents include, current passport, photo driving licence, PASS hologrammed card.
If you cannot provide one of these documents please ask someone who knows you, who is not a relative or part of your family and is in a full time, professional job ( like a teacher, doctor, nurse, community work, social worker, police officer, or religious leader) to write the following on the back of your photograph:
" I confirm that this is a true likeness of [your full name]"
and get them to sign and date the back of the photograph. They must also complete the photograph referee details of the application form. We will contact all photograph referees personally to confirm authenticity of the details provided.
Photographs included with applications must be of passport quality and standard, which means the photograph must be:
- Passport photo sized – 45mm x 35mm
- Recent and resemble the applicant
- Be in colour, be clear and in sharp focus, with a clear difference between the applicant’s face and the background
- Be taken with eyes open and clearly visible (no sunglasses or tinted glasses and no hair across the eyes)
- Show the applicant’s full head, without any head covering, unless this is worn for religious beliefs or medical reasons
- Be taken with nothing covering the face
- Be a close-up of head and shoulders
- Have no filters applied
