Home Insulation Schemes

Home Energy Efficiency Programme Scotland

The Comhairle has secured funding from the Scottish Government to deliver the Home Energy Efficiency Programme Scotland (HEEPS). The HEEPS scheme provides a range of insulation measures to qualifying households, including;

  • Loft Insulation
  • Cavity Wall Insulation
  • External Wall Insulation (for solid wall properties)
  • Draughtproofing
  • Underfloor Insulation
  • Room-in-Roof insulation

The HEEPS scheme is delivered throughout the Outer Hebrides by Taigh Blath. Taigh Blath is part of Tighean Innse Gall, the local Housing Agency for the Outer Hebrides. Taigh Blath can be contacted at;

ECO Flexible Eligibility

Comhairle nan Eilean Siar will use the Help to Heat Flexible Eligibility scheme to assist with the delivery of the HEEPS.

Affordable Warmth Scheme

The Affordable Warmth Scheme can deliver a range of energy efficiency measures to qualifying households. These measures are installed and paid for by the energy companies. You may qualify for a package of energy efficiency measures if you are a home owner or the tenant of a private landlord and in your household you have persons:

  • in receipt of Child Tax Credit (with a relevant income of less than £15,860)
  • in receipt of State Pension Credit
  • aged 60 years or over and in receipt of Working Tax Credit (with a relevant income of less than £15,860)

or on any of the following benefits –

  • income-related employment and support allowance
  • income-based job seeker’s allowance
  • income support
  • working tax credit with a relevant income of £15,860 or less

Energy Assistance Scheme

The Energy Assistance Scheme is available to households who are most vulnerable to fuel poverty.
The measures offered under the Energy Assistance Scheme are available to home owners and tenants of private sector landlords who are not eligible for the Affordable Warmth Scheme. Householders must also be aged 60 or over and have no central heating in their home or live in energy inefficient homes and be in one of these groups:

  • is aged 60 or over and receives a qualifying benefit
  • has a child under 16 and receives a qualifying benefit
  • is pregnant and receives a qualifying benefit.
  • is terminally ill or disabled and receives a qualifying benefit.
  • is in receipt of Carers’ allowance.

Home Energy Advice

A number of local organisations provide advice on domestic energy efficiency.

The Energy Advisory Service (TEAS)

TEAS is part of Tighean Innse Gall, the local Housing Agency for the Outer Hebrides. TEAS provide impartial energy efficiency advice to householders to assist in reducing bills and improving the warmth of the property. TEAS also assist householders who are interested in domestic renewables and provide opportunity for training and energy advice through presentations to householders, organisations and community groups.
