Seeking Expressions of Interest for Surplus Topsoil

Previously there has been the successful distribution and utilisation of unscreened surplus topsoil, arising from the Goathill Development, across the islands, benefiting a wide range of end users. It had not been intended to run any further application rounds beyond 2022. However, in response to recent enquiries, the Comhairle is seeking expressions of interest from individuals, local community groups, businesses and partner agencies who are interested in obtaining unscreened surplus topsoil (minimum 1 tonne) currently stored at our Bennadrove site.  This soil can only be used for a specified range of uses and maximum depths and these are detailed in  SEPA guidance. It is currently estimated that 1 tonne filled bags could be made available for pick up at a rate, that covers associated Comhairle administration and loading fees, of around £30-£40 per bag, with loose topsoil, greater than or equal to 1 tonne, could be available at a rate of around £15-£20 per tonne. As previously, all successful applicants would be required to make their own arrangements for pick-up and delivery of this material and meet all associated haulage costs. Also, collection of the topsoil would need to take place on either a Friday or Saturday.

In order to register an interest, parties should complete the application form (Opens in a new window or downloads a file) by Friday, 21 April 2023 and a decision will be made as soon as possible thereafter on the overall viability of opening up the scheme again and, if proceeding with the service, on the outcome of individual applications that have been submitted.

Please note that a final decision on the viability of administrating a 2023 surplus topsoil service, as well as formalising the estimated rates intimated above, will be dependent on the level of interest received.
