What is LEADER?
LEADER - Liason Entre Actions de Dèveloppment Èconomique Rurale
or Links between Activities Developing Rural Communities.
The LEADER 2014-2020 Programme will support and enable the Outer Hebrides to take action and ownership over the sustainable development of their communities
LEADER is a European programme and also part of the SRDP (Scottish Rural Development Programme) allocation. It is a bottom-up method of delivering support for rural development and is primarily aimed at developing and establishing small-scale, community-driven projects that are pilot and innovative in nature. Vitally the benefits and participation of the local community in the project is fundamental to the LEADER ethos.
The programme is managed by the Outer Hebrides LEADER Local Action Group (LAG) who are a public-private partnership comprising of representatives from community trusts, agencies, voluntary sector and other support groups from throughout the islands.
The following are the key objectives of the Outer Hebrides LEADER 2014-2020 Local Development Strategy and all projects must contribute to at least one of these:
- Promote Renewable energy and efficiency
- Support and Develop Rural Services and Facilities
- Develop and Aid new Tourism Initiatives – focusing on Natural, Archaeological, Creative, Cultural and Gaelic Heritage
- Support and encourage the development of SME’s and Community Enterprises
- Develop Crofting related ideas and Encouraging Diversification
- Support Community Fisheries and Marine initiatives
- Network with LAGs in Scotland, UK and Europe.
- Individuals and Businesses - inlcuding crofters/farmers
- Voluntary groups, Community and Social Enterprises – properly constituted groups
- Public Agencies
These groups can all apply for capital and/or revenue funding to support the development of projects in their area, expand their buusiness or diversify their activity into a new direction. LEADER can not support the continuation of existing projects or new projects which have already commenced. Projects involving co-operating and networking with other LEADER eligible areas in Scotland, UK or internationally are also encouraged as long as they demonstrate the benefits to the local community and knowledge transfer.
Projects are encouraged from throughout the Outer Hebrides however those which displace or directly compete with existing businesses/activities in the same community will not be supported. Projects must also show innovation and provide a new service for the community.
Projects involving Self Catering or tourism accommodation (redevelopments/building/refurbishments) will not normally be supported. Innovation and market/geographical need must be clearly demonstrated when putting forward a case for supporting this type of project.
